The agency shall award learning lab grant funding in compliance with both of the following:

(a) Learning lab grant funding shall be awarded to public postsecondary educational institutions geographically located in California.

(b) Recipients of learning lab grant funding shall include, but are not limited to, public postsecondary educational institutions in both northern and southern California.
