After the votes have been announced the ballots shall be sealed and delivered to the secretary or president of the board, which board shall on the seventh day after the election meet and canvass the returns and enter the results in its minutes.
The entry is conclusive evidence of the fact and regularity of all prior proceedings and of the facts stated in the entry.
