Reviewer note: PROVENANCE CORRECTED 2026-07-24. This rule was published at high confidence with no review note, but the research corpus it came from records evidence_level = STRUCTURED_TRANSCRIPTION_FROM_REVIEWED_SOURCE and verbatim = NO for 98 of its 101 requirement rows. The text here is a faithful transcription of a reviewed source, NOT a verbatim quotation, and BenchPath's standard reserves high confidence for live-fetch verification of the official source. Lowered to medium pending a verbatim re-capture. The cited source URL is live and was re-fetched 2026-07-24; only 3 of the corpus's 101 requirements were captured verbatim. | Elevated medium->high 2026-08-02: the paraphrase was replaced with 30 verbatim requirement(s) taken live from the source (sha256 e012ba2b58bccae1…). Verbatim from the source, re-verified 2026-08-02; whitespace normalised only. [moved from the text 2026-09-14] [Rebuilt 2026-09-27: the published text had been cut at line and page breaks (30 fragments, many beginning or ending mid-sentence); it now publishes the 25 whole sentences those fragments belong to, verbatim from the rule's own source (custody (sha256-matched, 1 document)), with printed page markers and running headers removed.]
