AO 2025-14-03 names the administrative and associate administrative judge for every division, effective July 1, 2026. These are the judges to approach on division-wide scheduling and administrative questions.
Applies circuitwide in the Ninth Judicial Circuit (Orange and Osceola Counties).
Effective July 1, 2026 and continuing until further order, the Ninth Judicial Circuit's administrative judges are: General Circuit Civil Division (Orange — includes Business Court, Probate, Mental Health, Trusts and Guardianship) — Margaret H. Schreiber, Administrative Judge; Kevin B. Weiss, Associate; Heather L. Higbee, Associate for Probate matters. Circuit Criminal Justice Division (Orange — includes Jimmy Ryce cases) — Keith A. Carsten, Administrative Judge; A. James Craner, Associate. Circuit Family Court Division (Orange) — Diana M. Tennis, Administrative Judge; Denise Kim Beamer, Associate. Circuit Juvenile Division (Orange) — Heather Pinder Rodriguez, Administrative Judge. Unified Problem Solving Court Division (Orange & Osceola) — Reginald K. Whitehead. Circuit Appellate Divisions (Orange & Osceola) — Eric J. Netcher. County Court, Orange County — Tina L. Caraballo, Administrative Judge; Brian F. Duckworth, Associate. Circuit and County Courts, Osceola County — Wayne C. Wooten, Administrative Judge; Christine E. Arendas, Associate; Stefania C. Jancewicz, Associate for County Court. Administrative judges are responsible to the chief judge and assist with the administration of their divisions.
The following administrative judges and any associate administrative judges in the Ninth Judicial Circuit and County Courts are ordered, effective July 1, 2026, and shall continue until further order of this Court.
