Verbatim from https://www.jud4.org/getContentAsset/13cc426f-8d53-4af2-8824-2c19a1b8b787/135b97c9-84fa-4e82-b956-0fbccec4aa1f/Admin-Order-2020-18(b)-Extensionn-of-Phase-II-Oper-Plan.pdf?language=en, harvested 2026-07-25; whitespace normalised only. • Phase II Operational Plan - Except as expressly provided to the contrary in this order, all court operations in Nassau County at the Historic Courthouse in Femandina Beach and the Robert Foster Justice Center in Yulee shall be govemed by The Phase II Operational Plan, and any prior Nassau County Administrative Order incorporated therein, through October 2,2020.1 • Accordingly, all provisions in that previous administrative order shall also be in eflect thrcugh September 4, 2020, except l) the provisions contained in Nassau County Administrative Oder 2020-3 (Access to Coudhouse) which are expressly rescinded by this order in paragraph 3; and 2) the provisions in Nassau County Administrative Order 2020-il (moratorium on foreclosures, evictions, and writs ofpossession) which is expressly rescinded by paragraph 4. -- 2 of 19 -- • Starting Monday, September 14, 2020, the general public shall have limited access to the Historic • Courthouse shall abide by the requirements outlined in The Phase II Operational Plan forthe Yulee • Courthouse and shall be screened before entry in the same manner. • Administrative Order 2020-30 shall supersede any provisions contained in Nassau County • Prior Inconsistent Administrative Orders - This order shall su persede any prior inconsistent Administrative Order issued by the undersigned judge addressing temporary emergency procedures related to the COVID-19 pandemic. • Any member of the general public entering the facility must submit to the entire screening protocol. • Yulee courthouse must use hand sanitizer provided by the county before they are allowed to proceed to other areas of the courthouse. • A court must meet five benchmarks prior to transitioning lrom Phase I to Phase 2 and expanding in-person activities. • Center and Amelia Urgent Care facilities, the Florida Departnlent of Health Nassau County has conducted targeted testing at churches and other facilities throughout the county in order to reach out to individuals who may not have information about testing availability or suitable transpotation. • The Historic Courthouse in Fernandina Beach shall remain closed to the general public and all attorneys. • A person who answers yes to any ofthe five questions shall not be allowed to enter the facility. • If a NCSO deputy must use a wand to search a member ofthe general public or an attomey, that deputy will wear a facemask. • Anyone entering the Yulee courthouse that does not regularly work in the coufthouse, including members of the general public and attorneys with ofllces separate from the facility, must wear appropriate f'acemasks upon entry. • Court employees must contact their supervisor immediately and remain home for l4 days ifthey live with a lamily member who: • These employees must provide medical clearance before retuming to work. • Employees who are required to self-quarantine or test for COVID-19 shall be permitted to use available Emergency Paid Sick Leave (EPSL), personal sick leave, or work remotely. • Employees who fail to follow these procedures shall be disciplined with sanctions that could include leave without pay and/or termination. • Alljudges and court employees who will travel internationally or on a cruise, must notify the Chief • To the extent judges can perlorm their duties remotely. they must do so. • Court employees who do not have available leave and who are unable to work remotely may be subject to leave without pay. • Judges and employees must notify the Chief Judge or Trial Court Administrator if they plan to travel to an area identified as a hot spot to determine if a [4-day quarantine is required upon their return- • Most deliveries will be left in the inlerior vestibule at the main entrance ofthe courthouse. [fa vendor must enter, then they will go through the screening protocols in the same manner as any courthouse employee. • Department ofJuvenile Justice (DJJ) must undergo health screening and temperature checks prior to being transported to the courthouse. • Inmates who appear at the Courthouse in person, must always wear a mask while in the • The Yulee courthouse will follow current CDC social distancing guidelines that recommend staying at least 6 feet from other people. • Ifan individual must travel to another floor. he or she can use the stairs to the second floor or the elevators. • In each case, the individual must conform to social distancing. • NCSO deputies will ensure that those entering the courthouse do not loiter and immediately proceed to the area where they will complete their courthouse business. • Ifan employee is required to communicate with a member ofthe general public, he or she will wear a protective mask. • The presence ofsuch out-of-custody defendants is necessary because NCSO deputies must fingerprint them, take buccal swabs, and process their paperwork and this can be done only in person. • However, only the defendant. defense attorney, state attomey. judge. deputy clerk, and court reporter will be allowed in the courtroom and each will be appropriately spaced at least 6 feet apart. • Although each judge has the discretion to conduct an in-person hearing as he or she sees fit, only in the rarest of circumstances will that happen, and the protocols described above for suppression hearings must be followed. • The names of any visitors must be provided to the NCSO deputies at the f'ront door before any visitor will be allowed entry. • Deputies f'rom the Nassau Countyjail will not bring any incarcerated clients to the courthouse to meet with attomeys or investigators in the Public Defender's Office because inmates must be quarantined for l4 days upon their retum to the Nassau County jail. • Each probation office can meet with only one client at a time and must provide the names ofthose clients to the NCSO deputies at the front entrance before any client will be allowed entry. • All clients must wear face masks in the courthouse and meeting with their probation officers. • Veteran's Services office and the Guardian Ad Litem oflce shall be done remotely by video conference or telephonically. -- 18 of 19 -- (IV) • By order of the Administrative Judge, all who enter the cou(house must immediately sanitize their hands.
