Gonzales County Local Rules of Practice. TITLE 1 — RULES GOVERNING ALL PROCEEDINGS. The primary purpose of the Local Rules of Practice is the sensible, efficient and fair management of the court dockets, as an aid to the just disposition of cases without unnecessary delay or expense. The practice, procedure and administration of the courts are governed by the Texas Rules of Civil Procedure, the Texas Code of Criminal Procedure, the Texas Rules of Appellate Procedure, the Court Administration Act, the Rules of Judicial Administration, and other pertinent statutes; the word 'Court' or 'Courts' in these rules refers to the County Court and Constitutional County Court of Gonzales County, Texas. Rule 1.1, Conduct and Courtroom Decorum: (A) Policy — judges and attorneys have a duty to uphold the highest standards of conduct and to earn and promote public respect for the judiciary, the legal profession and the American system of justice; (B) The Texas Lawyer's Creed — the Standards of Professional Conduct in Section IV of The Texas Lawyer's Creed are adopted and incorporated by reference as guidelines for litigation in the Gonzales County Court; and (C) Conduct Required of Counsel — counsel shall timely appear at each setting until excused and communicate conflicts to the Court Coordinator in advance; wear business attire; rise and remain standing when addressing the Court; confer quietly or outside the courtroom while court is in session; address all statements, requests and objections to the Court and not to opposing counsel; not interrupt or talk over opposing counsel except to state formal objections; remain behind the counsel table while examining witnesses; request permission before approaching the bench or witness; neither make nor insinuate derogatory or insulting remarks about opposing counsel; and address the Court as 'Your Honor' or 'Judge' and refer to counsel, parties and witnesses (except children) by their surnames and appropriate titles, not by first names or nicknames.
