FAIR DEFENSE ACT APPOINTMENT PROCEDURES — SUCCESS THROUGH ADDICTION RECOVERY DRUG COURT, STAR 1. In furtherance of the Fair Defense Act's primary goal of providing quality counsel to indigent defendants, and in accordance with the procedures of the alternative plan adopted by the District Court Judges trying criminal cases in Harris County, the STAR 1 Drug Court will use the individual case appointment method of appointing attorneys (see Standards and Procedures). Attorney will be paid out of court hours based on their certification level. QUALIFICATIONS. Individual Case Appointments: Attorney selected for individual case appointments must meet the qualifications established by the Board of District Court Judges and be qualified for the offense with which defendant is charged. See Standards and Procedures. Be on the current Harris County list of attorneys approved to accept felony appointments. To get on the STAR 1 wheel: Attorney must attend six (6) hours of training in the area of addiction and other drug court related competencies as directed by the presiding judge of the STAR 1 Docket. Three (3) hours must be completed before an attorney may be placed on the STAR wheel: observe one drug court staffing and docket and complete the National Association of Drug Court Professionals e-learning Best Practices: Target Population and Multidisciplinary Team modules (NADCP E-Learning Center, talentlms.com). Three (3) additional hours must be completed within the first six (6) months of placement on the wheel. To remain on the STAR 1 wheel: Attorney must complete four (4) hours as directed by the presiding judge of the STAR 1 Docket in the area of addiction and other drug court related competencies in 4 (four) years.
