In the 13th District Court and the Navarro County Court at Law, Navarro County, Texas — Joint Administrative Order (Juvenile): Remote Detention Hearings Procedures. I. Plan Adoption: in accordance with Texas Family Code section 54.012, the 13th District Court and the Navarro County Court at Law adopt this plan to conduct detention hearings as remote proceedings, and other courts conducting juvenile detention hearings may adopt the order (each court may alter or change procedures accordingly). II. Definitions: detention hearings have the meaning, scope and requirements in Family Code section 54.01; a 'remote proceeding' is one in which one or more participants attends remotely through technology and the internet. III. Procedures: the court may proceed with remote detention hearings under section 54.01(a) and may allow or require participants to appear remotely; the parties may cross-examine witnesses; a testifying party or witness must provide an unobstructed camera view (a witness not clearly on camera will not be allowed to testify); and physical evidence must be displayed so all can view it simultaneously, with digital copies provided before the hearing when practicable.
