TARRANT COUNTY VETERANS TREATMENT COURT (TCVTC) POLICY AND PROCEDURE MANUAL (Revised September 1, 2022). Eligibility is determined by the attorney for the state, and "the court must verify that the defendant is a veteran or current member of the U.S. armed forces and suffers from a traumatic brain injury (TBI), post-traumatic stress disorder (PTSD), or other mental illness or disorder that is a result of military service in a combat zone or other hazardous area, and that condition affected the pending criminal behavior." Eligible participants complete an 8–24 month court-supervised treatment program in lieu of prosecution and a criminal record. Required acts from the Participant Agreement and Performance Contract include: appear in court on all scheduled dates, on time and dressed appropriately; attend all required meetings and appointments; tell the truth; complete any required diagnostic evaluation and any rehabilitative, medical, or psychological program required by the team; contact the case manager as directed; follow the treatment plan; report any change of address, telephone, or employment before it occurs; and submit urine samples for testing upon request. The manual also sets prohibited acts, sanctions and incentives, drug screening, case management, docket and pre-docket staffings, fees, graduation requirements, and early-termination procedures.
