SELECTION OF TEMPORARY BOARD.

At the time a written agreement is executed under Section 2207.051, the county judges of each county executing the agreement to create the pool shall select nine individuals to:
(1) serve as a temporary board; and
(2) draft the plan of operation for the pool.
