NO PENALTY FOR FAILURE TO PAY CERTAIN FEES.

A civil penalty may not be assessed for failure to:
(1) pay a fee under Section 371.062, Health and Safety Code; or
(2) file a report under Section 371.024, Health and Safety Code.
