Verbatim from the operative section of Eleventh Circuit administrative order 04-07, harvested 2026-08-02; whitespace normalised only. • The Eleventh Judicial Circuit Article V Indigent Services Committee is hereby established and shall consist of the following members: Honorable Joseph P. Farina, Chief Judge for the Eleventh Judicial Circuit; Honorable Bennett H. Brummer, Public Defender for the Eleventh Judicial Circuit or his designee; Frank R. Angones, Esquire, an experienced private civil attorney; and John W. Thornton, Jr., Esquire, an experienced private criminal attorney. • The Committee shall manage the appointment and compensation of court appointed attorneys for the Circuit. • The Committee shall establish standards for court appointed attorneys in the Circuit. • The Committee shall establish and maintain a registry of qualified attorneys for court appointments in civil and criminal cases in compliance with section 27.42, Florida Statutes (2004). • The Committee shall establish and develop a schedule of fees and costs payable to the court appointed attorneys. • The Committee shall review the quarterly report prepared by the Justice Administrative Commission to determine whether the Circuit’s expenditures for court appointed attorneys exceeded the appropriation and whether a request for contingency funding must be made.
