' (C) If the camera person or photographer has previously been convicted of contempt for disruptive activity in court or interferes with the dignity of the judicial process and the rights of those who appear before the Court, he or she must report this to the presiding Judge in order to operate a camera in the courtroom. - III. • If the room is locked,- the media representatives must notify courthouse security. • Prior Arrangements and Agproval (A) Media Representatives must notify the presiding Judge prior to the proceeding they wish to cover via video, audio, or photographic means. ' (B) When equipment must beinstalled in a courtroom, prior arrangements must be - 3 -- 3 of 12 -- coordinated with the Trial Court Administrator and the Jacksonville Sheriff’ s Office’s (J SO) Courthouse Security Manager or their designee in Duval County or with the Administrative Judge in Clay or Nassau County at least two (2) business days before the court proceeding, unless prohibitive because of an emergency hearing or otherwise lacking sufficient notice to permit timely ~- A---compliance.» ~ - (C) Cable lay out and placement, if any, shall be at the direction of the Trial Court Administrator and the J SO Courthouse Security Manager or his or her designee in consultation with the Court Technology Officer in Duval County or the ' Administrative Judge in Clay or Nassau County, and shall not present a safety or security hazard. p (D) Live streaming from any courtroom shall occur through a “pooled” camera to all _ media who wish to receive the live stream. • A media representative shall notify the presiding judge at least 24 hours prior to the court proceeding of the intent to live stream the proceedings unless prohibitive because an emergency hearing or otherwise lacking sufficient notice to permit timely compliance. • Courtroom Seating (A) When necessary, the presiding Judge, in consultation with JSO’s Courthouse Security Manager or his or her designee in Duval County or the Administrative Judge in Clay or Nassau County, shall designate a specified number and location of seats in the public area of the courtroom for the following groups: • Although one video, audio, or photographic recording device is allowed, any request for additional cameras or other media equipment must be presented to the presiding judge no later than two (2) business days before the court proceeding intended to be covered by the media, unless prohibited because of an emergency hearing or otherwise lacking sufficient notice to permit timely compliance. • If media equipment of any kind or sortdamages the courthouse or any of its furnishings, it shall be the sole responsibility of the media organization that . • Silence is required to ensure such coverage does not distract the jury, lawyers, or courtroom staff from the proceedings. • Location of Equipment and Personnel Television camera equipment shall be positioned in the courtroom or at the courthouse as designated by (a) the Chief Judge, in consultation with presiding judge in Duval County or (b) the Administrative Judge in Clay or Nassau County.
