Stat.) authorizing the Court to appoint citizens to assist in conducting judicial reviews of dependent children in foster care; • WHEREAS, the Legislature of the State of Florida has enacted legislation (§39.453 and §39.4531) enumerating the duties and responsibilities of Citizen Review Panels; • NOW THEREFORE, it is ORDERED: • 1. Volunteer panelists shall be recruited and trained to conduct reviews of dependent children in foster care. • 2. Court reporting services may be provided for each and every panel review or electronic recording is hereby authorized. • 3. With respect to each case assigned to be reviewed by a Citizen Review Panel, the Department of Health and Rehabilitative Services shall provide the Panel with an original or copy of the following documents: (a) Performance Agreements; (b) Permanent Placement Plans; (c) Judicial Review Social Study Reports; (d) All medical, psychological and educational reports; (e) Affidavits of diligent search; (f) Documentation of the extent of progress accomplished in the item(s) set forth in the Performance Agreement or Permanent Placement Plan, and; (g) Additional information and/or documentation deemed relevant to the case review(s) as identified by the Panel. • 4. Citizen Review Panels shall adopt the standard operating procedures developed by the Court in order to govern the administration of the program. • 5. The Court is hereby authorized to appoint citizens to serve as volunteer members of the Citizen Review Panels to assist in conducting judicial reviews of dependent children in foster care in accordance with the provisions of §39.453 and §39.4531, Florida Statutes. • 6. The Clerk of the Circuit Court for Duval County will provide a Deputy Clerk to be in attendance upon the Citizen Review Panel for Duval County.
