Verbatim from Fourth Circuit administrative order 2003-05 as published by the Duval County Clerk, harvested 2026-07-26; whitespace normalised only. • (A) That the emergency response procedure for the Fourth Circuit shall be as follows: • Judge shall be discharged in the order of succession by the individuals designated in the Fourth Judicial Circuit Court Administration Emergency and Recovery Plan (EPRP) (attached). • The Acting Chief Judge shall serve until the event ends and the Chief • The Chief Judge shall appoint individuals to serve on an Emergency • The EET shall consist of those serving in positions within court administration as designated in the EPRP. • (B) That this Order shall take effect immediately and remain in effect until further Order of the Court, and all terms and conditions set forth in this Administrative Order shall apply unless otherwise ordered by the Court. • (C) That this Order shall be recorded in the Official Records of Duval County in the • All administrators and supervisors in each division will be provided with a copy of this manual and shall familiarize themselves with all policies an procedures. • So, in the event the Chief Judge is unable to carry out his duties or from appointing an Acting Chief Judge, the powers and duties of the Chief Judge shall be discharged in the order of succession by the individuals designated as follows: • The Acting Chief Judge shall serve until the event ends and the Chief Judge is able to carry out his duties. lf the event permanently deprives the Chief Judge of the ability to carry out the duties of the Chief Judge, the Acting Judge will hold that position until the Chief Justice or the Chief Justice’s designee appoints a successor Chief Judge or the Judges of the Circuit elect a successor, whichever comes first. -- 4 of 10 -- • The EET shall determine the level of response needed by our office. • The EET shall set up an alternate command post if our office is uninhabitable. • An emergency contact list forthe Chief Judge, Clerk of Court, and Law Enforcement Officials shall be maintained in the EET manuals. • Announcements shall be coordinated with other Criminal Justice Agencies, the Courts and Local Law Enforcement. • I • Do not touch anything else • Do not leave the area (close the door if you have one) - Call your Supewisor/Administrator • During an evacuation, the floor captain shall: · Place "Evacuation in Progress" signs near exits · Make an announcement via loud speaker· Have a division roster · Check the floor to make certain everyone has evacuated • Priorto leaving the area, the floor captain must check the restroom, break room and individual offices to make certain everyone has evacuated. • Employees must report to this location and check in with the floor captain. • Supervisors are required to maintain a hard copy and computer disk of forms andprocedural manuals fortheir areas. lf forced to relocate during a disaster period, forms canbe recreated, duplicated and/or loaded onto another computer.
