Rule 1 sets case-disposition time standards (criminal: felonies 12 months / misdemeanors 6; civil jury 18 / non-jury 12; contested family 6 / uncontested 3 months; enumerated juvenile deadlines). Rules 3–7 require each county’s board of judges to adopt conforming local rules and a jury plan and a judicial-absence plan. Rule 8 requires local rules to be numbered to the regional scheme and to be approved by the Regional Presiding Judge and the Supreme Court to be effective. Rule 9 governs recusal/disqualification referral to the Presiding Judge (TRCP 18a) and recording/broadcasting of proceedings. Rule 10 sets conflicting-engagement priorities; Rule 11 allows an attorney up to four designated vacation weeks per year (summer designations filed by May 15, non-summer by February 1).
