The Texas Lawyer's Creed — A Mandate for Professionalism (the statewide creed promulgated by the Supreme Court of Texas and the Court of Criminal Appeals, Nov. 7, 1989), registered as Appendix 3 to the Local Rules for the Courts of Dallas County in the statewide TOPICs local-rules registry (posted 03/06/2026). Its local force in Dallas County: every appearance in the civil courts acknowledges familiarity with the Creed under Local Rule 4.07, and the County Criminal Court Local Rules incorporate the disciplinary framework by reference.

Local operative effect: under Local Rule 4.07, "All counsel and any self-represented person appearing in the civil courts of Dallas County shall by entering an appearance acknowledge that he or she has read and is familiar with these Local Rules, the Rules of Decorum set forth in Appendix 2, and The Texas Lawyers Creed set forth in Appendix 3." The registered appendix reproduces the statewide Creed in full (professionalism mandates toward the legal system, clients, other counsel, and the courts). The Creed's own terms are aspirational-professional standards promulgated statewide; this registration gives them their Dallas County appendix status — the statewide instrument is hosted, not restated, here.
