The three-court juvenile-structure order signed by all three Fannin County judges: to increase court time for juvenile administration, the County Court at Law and the County Court are designated juvenile courts alongside the 336th District Court; the CCL hears juvenile detention hearings, release/probation-condition compliance, adjudication hearings, pretrial and jury-trial hearings and related matters; the County Judge serves as back-up to the District Court and CCL; and the District Court retains counsel appointments, the Juvenile Appointment Wheel, and fee-voucher payment, with concurrent participation preserved — effective immediately.
Texas > Fannin County > the 336th District Court, County Court at Law, and County Court — juvenile-case structure. Signed by then-336th Judge Laurine J. Blake, CCL Judge Charles Butler, and County Judge Newt Cunningham, each as a Juvenile Court judge. Modifies the juvenile routing of Standing Order 2011-1 § 1.02 and supersedes the 2010 county-to-district juvenile transfer order and the temporary 2023 Butler-assist order (#02-2023, expired by its own Dec. 31, 2023 term).
"In an effort to increase court time for the handling and administration of juvenile court cases, the Fannin County Court at Law and Fannin County Court are hereby designated, in addition to the 336th Judicial District Court, as Juvenile Courts. The County Court Judge, while serving as a Juvenile Court, will serve in a capacity as back up to the District Court and County Court at Law." "Matters to be heard by the County Court at Law will include, but are not limited to juvenile detention hearings, compliance with conditions of release and or conditions of probation, adjudication hearings, pretrial and jury trial hearings and related matters." "The District Court will continue to appoint counsel on all juvenile matters, make determinations as to attorneys who serve on the Juvenile Appointment Wheel, payment of attorney fee vouchers related to juvenile matters and other such matters as they arise. Nothing in this Order impacts the District Court's ability to concurrently participate in the handling and resolution of juvenile matters with the County Court at Law." "This Order… reflects the agreements of the Judges of each of the three courts set forth in this order and is effective immediately." Signed Oct. 18, 2023.
