Requirement
A. The clerk will not be required to perform any service requiring a
payment unless:
1. The payment is deposited with the clerk;
2. A law excused the payment or the deposit in advance; or
3. Leave to proceed in forma pauperis has been granted. 28 U.S.C. §
1915.
B. The U.S. Marshal may require a deposit to cover fees and expenses. 28 U.S.C.
§ 1921(d).
