IN THE DISTRICT COURTS OF HIDALGO COUNTY, TEXAS — STANDING ORDER AND ADMINISTRATIVE ORDER NO. 2026-1 REGARDING ROTATION SYSTEM FOR BAIL PROCEEDINGS PURSUANT TO SB 9 ORDER Pursuant to the authority vested in the District Courts of Hidalgo County, Texas, and in order to comply with Senate Bill 9 ("SB 9"), as codified in the Texas Code of Criminal Procedure, the following Order is hereby ADOPTED: 1. PURPOSE. This Order establishes a uniform rotation system for assigning district judges to hear and determine bail-related matters, ensuring compliance with SB 9 and promoting the fair, efficient, and timely administration of justice. 2. ROTATION SYSTEM. A rotation system is hereby implemented among the District Judges of Hidalgo County. Judges shall be assigned on a rotating basis to serve as the designated judge for bail proceedings. 3. DESIGNATED JUDGE AUTHORITY. The assigned judge ("Designated Judge") is authorized to hear and determine bail-related matters on behalf of any district court in Hidalgo County, including: - Initial bail determinations - Bail review and modification hearings - Findings and orders required under SB 9 4. JURISDICTION. The Designated Judge shall have concurrent jurisdiction for bail proceedings and may act for any district court in Hidalgo County. 5. SUBSTITUTION. Judges may substitute for one another by mutual agreement, provided such substitution does not delay proceedings or interfere with statutory requirements. 6. ADMINISTRATION. The Local Administrative District Judge shall maintain and publish the rotation schedule and ensure full compliance with this Order. 7. EFFECTIVE DATE.
