ALIAS CAPIAS (doc 518): to the District Clerk and County Clerk — "You are hereby commanded to issue an alias capias warrant for the arrest of a person accused of committing an offense in Rockwall County whose surety has surrendered the accused person into the custody of the Rockwall County Sheriff or whose surety has delivered to the Rockwall County Sheriff an affidavit stating the accused is incarcerated in federal custody," per the order's terms. MAGISTRATE BOND ORDER (doc 521): "upon an arrest for a Felony offense, a defendant is required to appear before a Magistrate for the purpose of arraignment and setting of bond," and the magistrate, after considering the statutory factors, sets bond per the order (the standing framework for felony arraignment and bond-setting). ARTICLE 17.027 MAGISTRATE DESIGNATION (doc 523): "We the undersigned Judges of the 382nd and 439th District Courts, hereby designate the following judges and/or magistrates to set bail under Article 17.027 of the Code of Criminal Procedure: Rockwall County Justices of Peace for Precincts 1, 2, 3 and 4. This designation is valid for any new felony charged against any person currently on bail for a felony pending before this court," without limiting the district courts' authority to modify bonds or set bonds in individual cases.
