No motion other than a motion for summary judgment, a plea to the jurisdiction or another dispositive motion may be filed or accepted by the clerk in the 365th District Court unless it carries one of three prescribed certificates of conference: counsel conferred substantively without resolving the matters; counsel made at least three attempts over two business days after delivering the proposed motion and got no response; or an emergency exists after at least one attempt (with the dates, methods and harm stated).
