Bell County District Court Standing Order Regarding Audio and Video, binding on (1) the parties, (2) the parties' officers, agents, servants, employees and attorneys, (3) any other person acting in concert with the parties or their agents, (4) any members of the media covering the court proceedings, and (5) any and all members of the public. To promote the integrity and control of courtroom proceedings and the security and safety of those involved, IT IS ORDERED that all proceedings requiring a record shall be recorded only by the Official Court Reporter of the respective district court or a substitute court reporter as permitted by the judge. No person shall make, or knowingly allow to be made, audio, video, or any other type of recording of court proceedings or of communications before, after, or during breaks of court proceedings. The order applies to the areas inside the courtroom, the adjacent conference rooms, the hallways and foyers, and all areas with public access in the courthouse. Ceremonial proceedings are an exception, and the district judges of Bell County individually have discretion to make further exceptions for the management of their court.
