No litigant or other person with business in the civil district courts or their staff offices (District Clerk, Staff Attorney's Office, Children's Court, Family Drug Court, Early Intervention Program, Domestic Relations Office, Law Library and the courts' bailiffs) may use threatening, harassing or profane language or racial, ethnic, gender-related or religious slurs; all must be courteous and professional to judges and staff, must leave immediately when told to by a judge, bailiff or supervisory staff, and are warned that threats against judges or staff (verbal, written, social media or email) will be reported to the District Attorney; violations may draw a show-cause order before the Presiding Civil District Court and contempt (up to six months' jail and $500 per violation under Government Code § 21.002); the order is posted in every civil district court and staff office.

The Courts find that there is a need for the issuance of this Order which delineates the conduct which is considered appropriate and inappropriate in the Civil District Courts and adjunct staff offices. The Courts further find that this order shall apply to all litigants and other persons doing business with the Civil District Courts and staff offices which include the Bexar County District Clerk, Bexar County Staff Attorney's Office, Bexar County Children's Court, Family Drug Court, Early Intervention Program, Domestic Relations Office, Bexar County Law Library and the Bexar County Sheriff's Department bailiffs assigned to the Civil District Courts (hereinafter referred to as "staff offices"). IT IS THEREFORE ORDERED THAT: 1. No litigant or other person with business in the Civil District Courts and staff offices, shall use language which is threatening, harassing, contains expletives or contains racial, ethnic, gender-related or religious slurs. 2. All litigants or other persons with business in the Civil District Courts and the staff offices, shall conduct themselves in a courteous and professional manner when addressing the Judge of the Court and staff members. 3. When asked to leave the Court by a Judge or bailiff or, with respect to the staff offices, when asked to leave by supervisory staff, the litigant or other person with business before the Civil District Courts or staff offices, shall immediately leave that Courtroom or staff office. 4. All litigants and persons with business before the District Courts and staff offices should be aware that threats against Judges or Staff verbally, in writing, on social media, or by email will result in the filing of an offense report and referral to the District Attorney's Office for possible prosecution. IT IS FURTHER ORDERED that should a litigant or person with business before the District Courts or staff offices, violate this Order, a Show Cause Order may be issued commanding the person alleged to have violated this order to appear before the Presiding Civil District Court and show cause why they should not be held in contempt. A FINDING OF CONTEMPT MAY BE PUNISHED BY CONFINEMENT IN JAIL FOR UP TO SIX MONTHS, A FINE OF UP TO $500 FOR EACH VIOLATION OR BOTH SUCH FINE AND CONFINEMENT IN JAIL.
