394TH JUDICIAL DISTRICT COURT STANDING MEMORANDUM REGARDING COURTROOM ATTIRE To maintain the dignity, decorum, and professionalism of the Court, all persons appearing before the 394th Judicial District Court — including attorneys, parties, witnesses, jurors, and spectators — are expected to dress in a manner appropriate for a court of law. These standards apply to all court proceedings, whether conducted in person or by videoconference (including Zoom). Individuals appearing remotely are expected to dress as though they were physically present in the courtroom and to appear from a location that is appropriate for court proceedings. The following attire is not permitted in the courtroom or during remote court proceedings: • Shorts • Athletic or gym clothing • Flip-flops, Crocs, house shoes, or bedroom slippers • T-shirts, graphic tees, or clothing with large graphics, slogans, or offensive language • Crop tops, halter tops, tube tops, or tank tops • Leggings worn without a dress, skirt, or long tunic • Yoga pants worn as outerwear without appropriate coverage • Short skirts or dresses • Clothing that is excessively tight, revealing, sheer, or contains holes or excessive distressing • Clothing displaying offensive language, profanity, drug or alcohol references, gang-related symbols, or inappropriate images • Hats, caps, hoods, or head coverings (except those worn for religious, cultural, or medical purposes) • Sunglasses, unless medically necessary Appropriate attire includes clean, neat business or business-casual clothing, such as: • Slacks or dress pants • Dresses, skirts of appropriate length • Collared shirts, blouses, sweaters • Closed-toed shoes or dress sandals or other appropriate footwear • Clean, neat jeans without excessive distressing, when paired with appropriate attire Persons appearing remotely should also ensure that their surroundings are free from unnecessary distractions, that they are in a quiet location, and that the camera remains on unless otherwise directed by the Court. Participants should not appear while driving a vehicle or engaging in other activities that would distract from the proceedings. Court security personnel and court staff are authorized to enforce this policy and may deny entry to the courtroom or remove a participant from a remote proceeding until appropriate attire and appearance standards are met. The Court reserves the right to deny entry to any individual whose attire is deemed inappropriate or disruptive to the dignity of the proceedings. Individuals who fail to comply with this policy may be required to leave the courtroom, obtain appropriate attire, be removed from a remote proceeding, or have their hearing rescheduled at the discretion of the Court. Persons appearing while in the custody of a law enforcement agency are exempt from these attire requirements to the extent their clothing is determined by the custodial agency. The Court recognizes that emergencies and unforeseen circumstances may occasionally arise. Questions regarding appropriate courtroom attire should be directed to court staff prior to the scheduled hearing whenever possible. This order shall be posted on the Court's website at www.Texas394th.com, and the district clerks of Brewster, Culberson, Hudspeth, Jeff Davis, and Presidio Counties are directed to file this Order with the Office of Court Administration and in the county administrative orders of the Court, and to post a file marked copy of this Order as a Public Notice at the County Courthouse.
