Media Plan and Rules Regarding Recording by Individuals, 91st Judicial District Court (filed Oct. 2, 2025, Eastland County). The rules govern the broadcasting, televising, photographing and recording of any courtroom activity related to the 91st Judicial District Court and contain safeguards so that media coverage and recording do not detract from the dignity of the proceedings or interfere with a fair and impartial proceeding. (1) Definitions: "Media" includes any person or organization engaged in news gathering or reporting; "Broadcasting" means disseminating to the public through newspapers, television, radio, internet, artificial intelligence or other means; "Recording" means any photographing, audio or video recording by any means; "Proceeding" means any court hearing, including pretrial motions, conferences with the Judge, and trial. (2) Discretion of Judge: recording of any court proceeding is prohibited unless authorized in writing by the Judge; the Judge may limit, allow or deny recording, may forbid recording that could have a deleterious effect on the defendant's right to a fair trial, may exclude or specify the recording of certain witnesses (including sex-crime victims and their families, police informants, undercover agents, relocated witnesses, and juveniles), and may terminate recording in the interest of justice. (3) Restrictions: except as permitted by the trial court, recording or broadcasting of court proceedings by any person, spectator or entity — including the media — is prohibited, and recordings made improperly are a violation of this local rule; recording or broadcasting of proceedings held in chambers, proceedings closed to the public, jury selection, and jury deliberation is prohibited.
